The Tax Fairness for Americans Abroad Act, a bill introduced into the U.S. House of Representatives at the end of last December by Republican Congressman George Holding,  now seems unlikely ever to become law, some observers and supporters of the proposed legislation say. 

The American Citizens Abroad has unveiled a major online campaign it says is aimed at ensuring U.S. lawmakers hold hearings this fall on the “wide range of tax compliance issues” currently affecting Americans resident overseas – including the Tax Fairness for Americans Abroad Act.

Matt Stross, legislative tax counsel and oft-quoted spokesman for North Carolina Representative George Holding, is due to provide an "update" on the congressman's efforts to get his Tax Fairness for Americans Abroad Act signed into law later this month, in a webinar sponsored by the American Citizens Abroad's Global Foundation.

The Republicans Overseas, which has been lobbying Congress hard in support of efforts by North Carolina Representative George Holding to introduce legislation aimed at making life easier for American expats, is hoping to convince a senator from the state of Montana to be the sponsor of Holding’s bill in the Senate.

Representatives from the Taxation Task Force of the Democrats Abroad said they managed to have a total of 18 meetings with lawmakers in Washington, DC during their just-completed three-day “door knock” there, including eight meetings with Republican Congressmen and ten with Democrats.

Preet Kaur Gill, a British Labour Party member of Parliament from the greater Birmingham area,  has said she plans to continue asking questions of the UK government on behalf of U.S.-born British citizens – like at least one of her constituents, who are facing unprecedented “negative financial implications” as a result of the way such individuals are pursued for tax by the U.S. authorities.

With just hours to go before most of the United States was due to close down for the Christmas holiday, Congressman George Holding today at last delivered a long-anticipated bill aimed at addressing the enormous problems many Americans living abroad have been having that are a result, most agree, of the fact that they are taxed on the basis of their citizenship rather than jurisdiction of residence.

Legislation that its proponents have said would significantly improve the lot of America’s 5.1 million to 9 million expatriates – which had been expected to appear before the end of the year, after failing to materialize in September – is now unlikely to be presented to the House of Representatives for a vote until next year, sources report.

The re-election last week of House of Representatives member George Holding has revived talk about whether he will go through with his rumoured plans to introduce legislation aimed at making the U.S. tax regime less unforgiving for the millions of Americans estimated to live overseas.
